Many people have been struggling with this issue of Cydia not being updated and facing an error something that has been shown. More over apps like bosspref’swinterboard and sbssettings wont install showing a simillar error while installation.

I also faced a simillar problem when I installed both ICY and Cydia on my iPhone 3.0 upgraded from 1.1.4 [ Did not upgrade to 2.1 because it was v slow]. I searched around on various forums and found that ICY is not supported on iPhone 3.0 and installing both ICY and Cydia is what is causing all the trouble. Although I had installed various Apps from Icy and they worked fine but I as missing out on some key apps .

So the solution is rejailbreak and this time do not check on install icy.

I faced some problem when I was only trying to reinstall Cydia ,SO I checked  both on Cydia and Unlock and now it works perfectly fine!
